What is Scoutbook?

Scoutbook is BSA's computerized record keeping system which makes it possible for all BSA councils to keep their records within a standardized computer system. Scoutbook offers the councils a way to save data entry time since it can import information directly from files created using BSA Certified software, such as TroopMaster or PackMaster. This process not only helps to get the data into their system in a more efficient manner, it also results in fewer errors since there is no manual re-entry of the data into their system. With the recent launch of their new Internet Advancement and Internet Recharter systems, this system further simplifies the process of transferring the data from your program directly to the council.


New - Internet Advancement 2.0!

Beginning in 1998, Troopmaster Software was the first 3rd party vendor fully certified for interface with BSA's ScoutNET system. Troopmaster will continue to support the transfer of advancement data to the new Scoutbook Lite system when it is released. Their new interface will allow upload of advancement information from a CSV file, similar to the old Internet Advancement system. New versions of TroopMaster/PackMaster will support the new transfer and any necessary changes in format. As soon as details on the new transfer specs have been released, we will be updating our software to help make the transition to the new system as seamless as possible.

BSA launched their new Internet Advancement 2.0 site in June 2019 to receive advancement and other details from individual units. The latest versions of TroopMaster/PackMaster Web 2.0 and TroopMaster 2.0 (desktop) fully support the new interface for submission of your advancement data. Their new site also supports a larger variety of awards so we can now submit even more data in the transfer, including Nova Awards, National Outdoor Awards, Cub Scout Adventures, and many Special Awards as well.


Internet Advancement Processing Instructions

BSA's Internet Advancement System is used by most councils and our Advancement/4403 Report in both TroopMaster and PackMaster will produce a file that is fully compatible with this interface.

To generate this file:

  1. First, generate your advancement report using the program the same way you would if you were going to submit your 4403 report directly to the council office.

    TroopMaster: Run the Reports>Awards/Advancement>Court of Honor/4403 report.

    PackMaster: Run the Reports>Awards/Advancement>Pack/Den Awards Report/4403 report.

  2. If you are using our desktop software, click the 'Export to Internet Advancement 2.0' button. If you are using our new TMWeb 2.0, click the Send To Council button and then click the link download the Scoutbook export file.

  3. After you have generated the report and saved the export file, you are ready to upload and process this file through BSA's Internet Advancement. The name of the file will be 'import_yyyymmdd-hh-mm-ss.txt' including the date and time the file was generated.

  4. Once you have created this advancement file, processing the report using the Internet Advancement System is very easy.

    1. Log into Internet Advancement: https://advancements.scouting.org/login

    2. Click the blue 'Import File' option on the right.

    3. Select the file you previously exported.

    4. After the file has been uploaded, the processing will begin.

Internet Rechartering Processing Instructions

BSA's Internet Rechartering System is used by most local councils and the Recharter Report in both TroopMaster and PackMaster will produce a file that is fully compatible with this interface.

To generate this file:

  1. First, generate the Reports>Scout/Unit General>Councl Recharter report the same way you would if you were going to submit your recharter directly to the council office.

  2. Once you generate the report, TroopMaster/PackMaster will create a paper report and will also allow you to save the recharter file to disk. The file name will be 'CHTxxxxx.csv', where xxxxx designates your unit type/number.

  3. After you have created this recharter file, processing the report using the Internet Rechartering System is very easy.

    1. Log into the Internet Recharter system.

    2. Select the 'Upload Unit Management System (UMS) File' or 'Load Council Info' option.

    3. Choose the Upload option. The system then pops up a browse window so you can locate and select the desired file (CHTxxxxx.csv).

    4. After the file has been uploaded, the processing will begin.

      If there are are any problems matching members in the file to the ones in Scoutbook, you are asked to confirm that the two people are the same or add the new person to the database.

      NOTE: You can log out at any point and then resume later at the same spot. This makes it possible to go research a problem and still continue your recharter without having to start over.

      When you are finished with Internet Recharter process, you will also need to submit the signed paper report to your council along with your payment and new member applications.
